Empowering Women with Futures

Mission Statement

To provide women with the opportunities and support they need to reintegrate back into the community successfully. We recognize that women offenders have unique pathways to their crimes, and because of that, we will assess and program with a gender-responsive and trauma-informed approach. We will focus on educational and vocational opportunities and growth, while we encourage the reunification and development of the family and natural supports.

Every Wednesday rec is delayed for Unit’s Team Meeting until approx. 2-2:30pm

Unit Rules
IDs and keys must be worn at ALL times when off your walk. No exceptions!

Officer’s Station

Desk is closed until cleared for open rec—ONLY ask for Clorox Wipes, etc. unless called to desk
A bell will sound alerting female inmates that a “male” officer is coming on duty in the unit
No leaning on or over the desk or reaching for items without officer permission
Read important notices posted around desk walls
If being released and money has come off books, you can make a five (5) minute phone call once a day, with officer supervision
If a resident needs to use the phone at the officer’s station you must have caseworker or Unit Manager permission


Great Room

Do NOT adjust the temperature setting on the wall thermostat (grounds for a formal write-up)
You are expected to behave in an orderly and courteous manner at all times
Do not wear hoods or hats inside anywhere
Do not leave any personal belongings unattended
Clean up after yourselves, including card and board games
Keep feet off the furniture
Lights will be on at all times in common areas unless dimmed by officers during quiet times
Do not go onto walks that you do not live on


TVs

Do not use USB drives in the televisions and do NOT exceed 20 on the volume during quiet times
Must sign out televisions when want to watch a DVD or specific program
After done watching DVDs return to shelves by smoke pit doors
No music video channels on televisions (MTV, VH1, CMT, Revolt, etc.) – except in resident rooms
Do not leave the TV on unattended or privilege will be lost for the rest of the shift
Do NOT walk in front of the TV when on for viewing by others


Beyond Double Doors

You must tag out to your destination unless going to the chow hall or smoking area
You are not to be in chow hall unless mealtime, a kitchen worker, or in a program
Do not sit in chairs in the hallway unless waiting for a staff member appointment or medical
Keep noise to a minimum so you do not disturb staff workspaces, medical or classes in progress
Put in a request slip to speak with staff members. Do not approach them directly.
Keep radio volume down in Yoga room, can be used for meditation, quiet reading/studying, Xbox, movies
Keep radio volume down in Gym, clean and disinfect equipment after each use
If browsing books in the Multi-purpose room, you must leave if needed for programming or meetings
Only current students are to be in the classroom during authorized times (students & hours posted on door)
Lights must be on whenever you are in any of the rooms


Town Meetings

On the last Wednesday of every month, after the Unit’s Team meeting, ALL residents that are on-grounds will gather in the Great Room at approximately 3:00pm
Unit Manager will make informational announcements and address issues raised during the team meeting
Items from the Community Agenda, posted the week before the meeting for residents to ask questions, will be addressed—due to time constraints no additional items can be covered unless on the agenda
Staff members and officers will have an opportunity to make their announcements

Quiet time is 9:00pm-7:30am, respect other’s work/sleep schedules

Chores

Assigned chore lists and bathroom schedules are posted on each walk’s janitor closet
They change every week on Sunday morning
Chore times are: 6:30-8:15am and 6:30-9:00pm
Closets are open at 6:30am and 6:30pm
Vacuuming is NOT to start until 7:30am
After completing your chore record completion on chore sheet next to printer
Repeated failure to complete your chore will result in a PPR (loss of good time)
Chores are to be completed as assigned unless medical restrictions, which need to be relayed to officers


Dayroom

Hair care tools are to be used in the bathrooms ONLY


Resident Rooms

You are required to keep rooms clean and organized at all times
You need to clean rooms during chore times
Room inspections occur daily between 8:15-8:30am:
• Residents can’t be in their rooms unless sleeping third shift workers, or on a medical lay-in
• Trash cans must be emptied (no plastic or paper liners)
• Beds made
• Tables free from clutter
• No items on windowsills or on top of armoires
Do not remove furniture or rearrange
There should be only fifteen (15) hangers in the armoire and ten (10) tacks on your corkboard
Do not tape things to walls or armoires
If you have KOP’s (Keep on person) medications or razors, you must keep them locked in the armoire
Put up curtains when changing and be sure they are down during ALL counts
Do not sit on another resident’s bed
Turn TVs and radio off when not in rooms
Keep volumes at respectful levels when you watch TVs and listen to radio’s in rooms
Room doors are to be closed at all times (wear your room keys with your ID when off your walk)
No standing in front of or entering another resident’s room
Requests to change rooms, roommates or walks must be submitted in writing to the Unit Team

Daily Chores
If Clorox wipes are not available, use “pink disinfectant” spray

* Rolling up shorts, taking off shoes
* Lying on the ground to tan or socialize
* Going into the field beyond rec yard
* Going into the street or parking lot
* Horseplay, profanity
* Bringing towels or chairs outside
* Talking with people visiting the building or those in vehicles parked nearby

Smoking

Smoking Area Hours

* 4:30-6:00am
* 8:30-12:00am
* 1:00-3:45pm
* 4:30-5:45pm
* 7:30pm-9:00pm (start time by walk per officer announcement until med pass is over)
* You do not need to tag out when going outside to smoke
* Place extinguished cigarette butt in metal container provided outside ONLY
* Do not bring partially-smoked cigarettes back into building
* Only 10 residents at a time in the smoking area
* Smoke one cigarette and come in to allow the next resident to go out
* Light cigarettes with outside light box ONLY or lighter kept at officer station if outside unit malfunctioning
* Keep your receipts for cigarette purchases (room searches will be conducted sporadically)
* Do not pass lit cigarettes between residents
* Do not ask for cigarettes from other residents
* Do NOT leave cigarettes unattended anywhere in the unit, they will be confiscated as contraband
* The smoking area will be shut down during weather alerts at officer discretion

Meal Times

Be respectful to kitchen staff. If having issues speak with an officer

Listen for your walk to be called
You will have thirty (30) minutes to eat your meal, including movement to and from the chow hall
Move efficiently through the line and be respectful that others must access drink fountain and salad bar behind you
Clean up after yourself

Utensils

A utensil set will be issued from the kitchen when you attend your first meal and will include an orange plastic: spoon, fork, and knife
Bring them with you to each meal as utensils are not offered at the service window
You can make a utensil holder to carry them
If you lose them, you will be charged $2.50/piece or $5.00/set for replacements

Allowed

You can bring condiments (peanut butter, pickles, jelly, etc.), wraps, and ready-to-drink coffee (no loose ingredients) and they must be taken back to the unit when finished eating
Picnic tables are provided for eating outside during lunch and dinner, weather permitting and c/o discretion:
A c/o may decide the area will not be utilized during meals
Pick up after yourselves
The door is not always propped open, so you may need to knock to be let in

Prohibited

Do not bring your drinking bottles to chow and fill with fountain drinks or water
Do not bring bowls into the chow hall, either empty or containing prepared foods from unit
Do not cut in line or bully others
No savings spots in line
Do not bring food served from the kitchen back to the unit
Do not set utensils or other objects on tables to save seats

Special Diets

If you require a special diet, you must notify medical, so they can submit a “Dietary Restrictions” order form to the kitchen. Failure to adhere to the restrictions will be grounds for suspension of the order.
Special diets expire and must be renewed on a regular basis, so know when you need to put in a slip to medical to be seen again and renew the order

Food Allergies

If you have any food allergies you must notify medical, so they can submit an “Allergy Restriction” order form to the kitchen.
It is your responsibility to ensure that you confirm potential allergens before ingesting them, as food is prepared off-site and SMWRC can’t always guarantee the food ingredients
Alternatives will be provided for those with allergies but be patient with kitchen staff as options are limited to what is on hand or sent from off-site
Restrictions expire and must be renewed on a regular basis, so know when you need to put in a slip to medical to be seen again and renew the order

Dress Code

Blues must be worn from 6:00am – 6:00pm, Mon. – Fri. in any area of the unit

Unit

Residents must wear blue pants or jeans:
From 6:00am-6:00pm when in any area of the unit
When getting medication at med pass
At meals (Mon-Fri)
When attending programming past the double doors (classes, AA, NA, Religious Services, etc.) at ALL times
Exceptions:
On weekends sweatpants can be worn in the unit and to meals
Sweatpants can be worn all day for outside rec ONLY
Sweatpants and shorts can be worn to the gym or yoga room year round
During May 1—Sept 1 shorts can be worn for outside rec and indoors
Tank tops are ONLY to worn in the gym or for outside rec and not as a shirt under button ups
Shower shoes/Sandals/Slides/slippers are to be worn and from bathrooms, NOT in dayrooms or great room
No skinny/super skinny, low-rise jeans, crop-tops, tight, sheer, or see-through shirts
Do NOT wear hoods or hats inside anywhere
Do NOT roll down tops of pants, sweatpants, jeans, or shorts and do NOT roll up pants/sleeves when inside
If issued work clothes by SMWRC or employers, they are ONLY to be worn when working

On-Grounds Work Crews

Can wear state clothes anytime
Can wear personal clothing after at SMWRC for thirty (30) days
Can have two additional sets of state clothes to work in, depending on the crew (marked CTI Crew):
T-shirts and work jeans (2 each)
Coat, boots, hat and pair gloves (1 each)

Off-Grounds Work Crews

Volunteer CTI Crews, Automotive, and Warehouse:
Must wear state clothes, NO personal clothes
Same stipulations as On-grounds crew
Community Service:
Can wear personal jeans or blue twill state pants
Must wear volunteer t-shirts and sweatshirts which will be supplied by MSSPA
Can get gloves and heavy socks to wear when working

Job Interviews

Must wear personal clothes, NO state clothes
If you have no personal clothes, put a request into Property Officer with the interview date to get some clothes from the donation closet
The items need to be put in your laundry bag and will be returned to property after washed unless tagged

Work Release

Must wear personal clothes, NO state clothes
If indigent before starting work, put a request into Property Officer with start date to get some work clothes from the donation closet
If all of your paycheck is going to taxes, savings, cabs, fines, restitution, or child support, leaving you with no funds or you have no one who can buy your personal property; put a request into Property Officer and it will be addressed on a case-by-case basis from donation closet
Otherwise, you are expected to purchase your own personal clothes to wear to work

Personal Clothing

You are responsible to know allowable limits


Ordering

You must be at SMWRC for thirty (30) days before you can wear personal clothes
Personal clothing is not required until you go to work at MSSPA or get on work release
If clothes you order arrive before thirty day (30) wait period, they will be held to ready to hand out
If you incur any discipline during this initial wait period, the thirty (30) day counter will be reset to zero (0)
Clothes can only be bought directly from a vendor not sent in from home
If purchasing from Amazon, they CANNOT be shipped from a third party, must say “fulfilled by Amazon”

Receiving

Packages go through a lengthy receiving process before being received by you. Be patient…
You will be called down to reception to try on articles you receive and ensure meet dress code rules
If they don’t fit or are rejected per the dress code, you can:
Return them to the vendor
Send them out a visit
Ship them home at your expense
Give them to the donation closet for other inmates
Items will be tagged with your name in discreet locations
They will be placed on padded bench at Great Room entrance for you to pick up later in the day

Property Tracking

Lists for incoming property will be maintained in reception, tracking workers due back, items to be sent out at visits or mailed out at resident’s expense, and being held for a resident to reach 30-day wait period If you have questions about an item being held or stored, put in a request form to the Property Officer

Property Disposal

Residents must fill out a Property Disposal form to have items removed from CORIS property lists
Place the items in a bag with a Property Removal slip and give to Personal Property officer
The items removed will be either: Thrown out, sent out at a visit, mailed home, picked up, or donated
You MUST fill out property removal form, or it will remain on your property causing you to be denied future shipments as it appears you have too much property, this applies to all property including electronics
NO items will be held in storage

Seasonal Clothing Exchange

ONLY occurs in the spring and fall
Residents can switch out summer clothes for winter and vice versa ONCE only each season
When clothing is exchanged during seasonal windows all excess clothing will be disposed of as outlined above (Property Disposal)
If it appears property is being purposely damaged to require an exchange, your privilege to wear personal clothing will be revoked

Repairs and Hemming

If you need personal clothing repaired or hemmed, contact the Laundry Coordinator who will make a determination whether it can be repaired and notify you when it can be done
If item can be repaired, fill out money transfer for $1.00 and indicate “sewing repair/hemming” in reason field. When yellow receipt comes back place in a bag with item to be repaired, give to Laundry Coordinator.
Do not approach laundry workers with requests
Do not purposefully alter state clothes in order to get them sewed

Personal Laundry

State and personal laundry is to be placed in a mesh bag assigned to your room but NO shoes
It is to be placed in any available yellow laundry cart in Great Room
Laundry will be returned washed, folded and sorted onto your walk
Items untagged, over allowable limits, worn thin, or with holes will be pulled. Do not approach laundry workers about pulled items; put a request slip into the Laundry Coordinator.

Work Crew Clothes

Laundry is to be placed in a small mesh bag assigned to you personally
Only work clothes are to be placed in the bag
It is to be placed in any available yellow laundry cart in Great Room

Sheets

Strip beds and have sheets ready to turn in (bed must still be made presentable for room inspections)
You will be locked into your rooms and called out by walks when workers arrive with carts
Those with wool allergies1 will turn theirs in first, placing in trash bag indicated by laundry crew
A clean set of sheets will be given to you in exchange
Those with no allergies will then place their sheets in a separate bag and receive their exchange sheets

State Blankets

Strip beds and have blankets ready to turn in (bed must still be made presentable for room inspections)
You are not locked into your room for this but must wait for laundry workers to arrive with carts
Those with wool allergies1 will turn theirs in first, placing in cart indicated by laundry crew
Those with no allergies will then place theirs in separate carts
You lock-in to your walks at end of shift and will be called down to laundry room to pick up clean blankets
Those with wool allergies all go first, then those without
You will be given one (1) each of a cotton and wool blanket, unless allergies, then get two (2) cotton blankets

Personal Blankets

Have blankets ready to turn in (bed must still be made presentable for room inspections)
You are not locked into your room for this
An officer will announce when to turn them in
They are to be placed in a cart at the officer’s station They will be washed, folded and placed on benches at Great Room entrance for you to pick up (watch for them)

1)If you have a wool allergy you must have a slip from medical that can be supplied to laundry, otherwise, you will be issued a wool and cotton blanket set

Medical Services

At med pass, you need an ID and blue pants, full cups of water, and must submit to mouth checks

Sick Call

  • Sick call slips are in rack next to mental health office. Fill out completely, leaving yellow carbon attached. Place in mailbox labeled “Medical/Mental Health…” (wooden, located in Great Room next to computer corrals).
  • Slips are ONLY picked before morning med pass each day
  • Do not stop the medical staff unless you have been called to see them or given prior officer permission
  • Med pass is not a sick call opportunity to ask questions or get diagnoses
  • If you have a medical emergency speak with an officer on duty immediately
  • You will receive a notice in the mail indicating the date of appointments and must remain on-site that day

Co-Pays

  • All residents will be charged $5.00 for each visit to medical or dental, and $3.00 for each prescription, non-prescription medication, and prosthetic device.
  • Services that are exempt:
    • Those initiated by staff
    • Pregnant residents
    • Anyone who requires chronic care check-ups on a regular basis for an on-going condition
    • Anyone exhibiting emotional or behavioral functions that require mental health medications to remain at SMWRC
    • Follow-up treatment ordered by medical, unless resident requests care for a new issue, then they will be charged
    • Any emergency treatment as determined by medical
    • Treatment for an injury incurred while performing a work assignment
  • Medical reserves the right to determine suspension of co-pays for Cold Paks during peak cold and flu season

Special Diets

  • Any dietary restrictions must be communicated in writing to the kitchen and kept in your records
  • These include, but are not limited to, low salt, no sugar, gluten-free, liquids or soft foods only
  • Submit a request to medical to have a “Restricted Diet” form approved and sent to the kitchen
  • Diets expire and must be renewed on a regular basis, so know when you need to put in a slip to medical to be seen again and renew the order
  • Abuse of this status will be grounds for suspension of any special diets

Food Allergies

  • Any food allergies must be communicated in writing to the kitchen and kept in your records
  • These include but are not limited to eggs, fish, peanuts, soybeans, milk, nuts, gluten, mustard, sesame, onions, tomatoes, food dyes, celery, legumes
  • Submit a request to medical to have an “Allergy Restriction” form approved and sent to the kitchen
  • Restrictions expire and must be renewed on a regular basis, so know when you need to put in a slip to medical to be seen again and renew the order

Laundry Allergies

  • Any laundry allergies must be communicated in writing to laundry and kept in your records
  • These include but are not limited to wool allergies, existing medical conditions or sensitivity to detergents
  • Submit a request to medical to have a “Laundry Restriction” form approved and sent to laundry
  • Abuse of this status will be grounds for suspension of any special laundry privileges

KOPs

  • Keep on person (KOP) meds must be locked in armoire
  • Loose pills and expired medications are considered contraband
  • Turn in reorder stickers when down to last 8 doses of the medication
  • Refills occur Tuesday and Friday night after med pass

Med Pass

  • Only occurs in the a.m. and p.m.
  • Listen for your walk to be called by the officer
  • Line up single file, no talking
  • Must have ID and be wearing blue state pants or jeans, NO shorts or sweatpants
  • Fill your 9-oz. water cup to the top, or if smaller cups fill both to the top
  • You will be required to submit to a full mouth search by an officer
  • If you work and will not be on-site during a.m. med pass, you will receive your morning dose in a sealed packet the night before (check with your caseworker to be sure your medications can be sent off-site)

Mental Health/Psychiatric

  • There are no co-pays
  • Visits will be scheduled Mon-Fri in the office directly across from the Sergeant's or Interview Room
  • You will receive a notice in the mail indicating the date of appointment and must remain on-site that day

Dental

  • The dentist office is located in reception for regular check-ups, cleanings and cavity fillings
  • You will receive a notice in the mail indicating the date of appointment and must remain on-site that day
  • Denturist/Oral surgeon visits occur in dorm 4 at MCC, so you need to wear state clothing for these trips

Optometrist

  • You will receive a notice in the mail indicating the date of appointment and must remain on-site that day
  • Optometrist visits occur in dorm 4 at MCC, so you will need to be wearing state clothing for these trips

MAT

  • This is a Medically Assisted Treatment (MAT), for treating opioid use disorders, and is proven to:
    • Enhance treatment engagement during and after discharge
    • Decrease relapse rates
    • Reduce Criminal Recidivism
    • Lower overdose deaths
  • Eligibility:
    • Within 180-days of release
    • Screens positive for Opiate Use Disorder (OUD)
    • Determined to be medically necessary and resident agrees to participate
  • Participants will be dosed closely monitored by officers trained in MAT
  • If interested put in a request form to Mental Health for more information, consideration, and screening

Copies of Medical Records

  • Make a written request to medical for copies, but if mental health or substance abuse records, they must be approved by mental health staff to ensure not detrimental to the mental health of the resident
  • Copies are $0.25/page and will be deducted from your trust account
  • Otherwise, a “Medical Release” form must be filled out and sent to medical here to have copies of your medical records transferred to a new provider when you are released (contact new provider for their form)

Smoking Cessation

  • If you are interested in quitting smoking, put a slip into your caseworker
  • Arrangements to sign-up will be done with Unit Sergeant with patches issued at regular med passes
Personal Accounts
The Business Office handles ALL financial matters, do not ask staff

Trust Fund – Checks and Money Orders

  • The business office will not accept cash, it will be deposited, a check cut and mailed back
  • Must have your MDOC#
  • Who money is from
  • Indicate if for “phone” or “trust” account
  • Funds deposited in the phone account can’t be transferred to the trust account
  • Funds will be posted to your account within three (3) business days, and released in fourteen (14) business days (business days do not include Saturday, Sunday or holidays)
  • The release date is on your monthly statement under “Hold Release Date” column

Trust Fund – Online Funds

  • Can be set up 3-4 days after arrival at MCC
  • Need to have resident’s date of birth and MDOC#
  • Go to http://www.maine.gov:
    • Click on “Services”
    • Click on “Corrections Money Deposit Service”
    • Click on “Register Now” and follow on-screen instructions
    • Be sure to select whether for trust or phone account
  • Funds will be posted and released within three (3) business days (business days do not include Saturday, Sunday or holidays)

Phone Funds

  • Calls are $1.35/15 min. for in-state and $1.60/15 min. for out-of-state
  • Funds available to make calls can be placed on your account by:
    • Having money orders sent in and it explicitly indicating “for phone”
    • Selecting “phone” as an option when placing funds on-line through www.maine.gov
    • Residents can transfer funds from your trust account to the phone using a money transfer request form
    • Residents can’t transfer funds from your savings account to the phone unless the balance is over $1,000. If under that amount, you will have to put in a request to the Unit Manager and explain the reason needed.

Facility Savings Account

  • See MDOC Policy 25.4—Prisoner Savings Plan
  • The MDOC will automatically deduct 10% from any paychecks received while incarcerated
  • The maximum amount in the savings account is $1,000, at which time you can put in a request to the business office to request the deduction be stopped. Any dollars over the maximum can be:
    • Transferred to an outside financial institution
    • Mailed home in a check
    • Transferred to your trust or phone accounts

Personal Savings Account

  • When you are in the work release program you can make arrangements with the Work Release Coordinator to set up your own savings account with an outside financial institution with an initial deposit, then:
    • You can transfer funds over $1,000 from your facility savings account
    • You can transfer funds from your trust account
    • You can have funds at the financial institution converted to a Certificate of Deposit (CDs)
  • Only savings accounts may be opened, NOT checking accounts
  • NO Direct Deposits are to be set up with your employer (per Statute, Title 34-A section 3039)
  • Future deposits require:
    • A bank deposit slip
    • Money transfer slip to request a check
    • Addressed, stamped envelope to the bank

Check Requests

  • You can have funds in your trust account, or funds over maximum limits in your savings account released in the form of a facility check
  • Process:
    • Fill out a money transfer form to request a check made out to name and address of recipient, along with reason
    • Address a #10 envelope to the recipient, affix first-class postage
    • Place your letter to the recipient inside the envelope without sealing
    • Staple money transfer to the front of the envelope and have c/o’s bring to Sergeant for signature
    • They will place the signed packet into a manila envelope at the officer’s station to be sent to the Business Office for processing
    • The Business Office will cut the check and mail
  • Some possible applications:
    • Transfers to outside financial institutions
    • Pay off court obligations
    • Child support
    • Settle debts
    • Provide funds to allow family and friends to order personal clothing, care packages, books, or periodicals

Gate Fee

  • If upon your release you are indigent or received less than $600 in the prior six-months you may be eligible for a gate fee
  • Put in a request slip to your caseworker two weeks prior to your release to discuss your eligibility

Monthly Account Statement

  • A printed statement of your prior month’s account activity is provided the first week of the month
  • It details trust and phone account activity, as well as current balances in your facility savings
  • The date when funds on hold will be cleared is noted on the statements
  • Additional copies of the statement can be requested from the business office but a $0.25/page fee will be charged for them

Debt Obligation Report

  • Send a request to the Business office to see the balances on:
    • Victim’s Impact Fund Fees
    • Fines
    • Restitution

Good Time Statements

  • When you first arrive a notification is sent to your county jail requesting days that need to be credited on your sentence, after that, if it has not been credited properly you must contact the jail yourself to have the correct days sent to Classifications Officer
  • Statements are issued quarterly (Jan-Mar, Apr-Jun, Jul-Sep, Oct-Dec) and come out in the month after the quarter ends
  • If you have issues send a request slip to Classifications, do NOT as caseworkers address inaccuracies
  • Do not ask your caseworker to investigate dates or provide your release date, they will only supply information as it pertains to eligibility for Community Status and the Supervised Community Confinement Program (SCCP). When they are informed by classifications of your actual release date, you will be notified.

  • Incoming mail, including in-house, letters, periodicals and books, are passed out at approximately 5:15pm, Mon-Fri in the Great Room
  • Read MDOC Policy 21.2—Prisoner Mail Overview for restrictions on incoming mail
  • Do NOT send three-way communications or violate no-contact orders, as this is grounds for a formal write up and suspension of mail privileges
  • Issues with mail delivery must be addressed to the Mail Room on a request form

Free Mail

  • All residents receive two “free” first-class mailings per week
  • Contents must fit in facility supplied pre-printed #10 envelopes and be paper only
  • If the weight exceeds 1 oz. it will be opened and sent back for additional postage
  • Using another resident’s MDOC# to send out extra free mail will be grounds for a formal write up
  • Should be placed in mailboxes labeled either “US Mail/MCC” or “US Mail”. (wood, located in Great Room next to Activity Board)

Facility Correspondence

  • Request slips for the business office, mailroom, case managers, staff, unit manager, warden, etc. should be placed in the mailbox labeled “US Mail/MCC” (wood, located in the Great Room next to Activity Board), picked up Mon. – Fri. at 9:00am
  • Medical slips (sick call, dental, optometrist, and mental health) should be placed in the mailbox labeled “Medical/Mental Health…” (wood, located in Great Room next to computer corrals), picked up daily after a.m. med pass
  • Request slips for domestic violence support and parenting programs should be placed in mailbox labeled “In Through These Doors” (wood, located in the Great Room between bookcases), picked up intermittently
  • Requests to the warehouse for yarn, hooks, shorts, tank tops and indigent items (shampoo, deodorant, denture tablets) should be placed in mailbox labeled “Storeroom request slips” (white metal, located in Great Room next to “US Mail/MCC” mailbox), picked up every Monday at approx. 8:30am

Packages

  • You can ship out items after an officer has inspected the contents and signed package or money transfer slip, otherwise, mailroom will send the package back (this includes manila envelopes)
  • You can fill out a money transfer slip to deduct shipping from your trust fund or attach required first-class postage to package
  • Outbound prepaid U.S. mailers are available for shipping items:
    • They can be requested from mailroom on request slip
    • Fill with contents—do not seal, bring back to the officer’s station so they can inspect contents and seal
    • Ensure return and sender’s address on box and place next to U.S. mailboxes for pickup
    • The cost will be deducted when processed to go out in the mailroom

  • Outbound mail requires you to write “Privileged Mail” on the front of the envelope

    • Judges and Clerk of Courts
    • Federal, State, Tribal and Local Government officials: President, Governor, Commissioners of State Departments, Federal and State Senators and Representatives, Tribal Chiefs, Mayors, Town and City Councilors

Certified Mail

  • Inbound mail will be handled through the mailroom unless it requires a return receipt, which will not be signed for by mailroom staff without your prior written approval
  • Outbound mail can be sent using forms provided to you by the mailroom and you will be responsible for all associated fees

Forwarding Prisoner Mail

  • Prior to your release, you will be asked to provide your home address or other forwarding address
  • This address will be entered in the facility’s database and kept in your file
  • Mail will be forwarded for 90-days from your release date, after that it will be returned to the sender

Case Planning

  • You will be assigned a caseworker who will help you create a case plan that includes your personal goals, programming, and treatment
  • Case plans help determine eligibility for many programs
  • When you need to speak with your caseworker, submit a request slip. Do NOT stalk them, knock on their doors unannounced, or otherwise interrupt their work without permission, or an appointment.

Officer Station

  • Razor (if Keep On Person (KOP), must be locked in armoire when not in use, one-for-one exchange)
  • Bar soap, black plastic comb, elastic hair ties, toothbrushes, Band-Aids
  • Clorox wipes
  • Writing pens and writing pads
  • Glue Sticks and scissors for crafts (must give ID and stay in Great Room, visible to officers)
  • ID clips and lanyards (clips are only to be used when no lanyards available)
  • Shower shoes, bathrobes, pajama shirts, drinking tumblers, and brown letter or legal accordion folders must be requested on a request form from MCC Reception
  • Replacement ID’s due to loss or damage will be $5.00, deducted from your trust fund (notify the officer and they will have you fill out an ID order form)

Hair Care

  • Walk bathrooms have hair care tools that must be used in bathroom: curling irons, flat iron, and hairdryer
  • Do not style hair in Great Room unless at desk next to smoke pit entrance (can vary by shift)
  • Haircuts are offered free every 6-8 weeks by an outside stylist and a sign-up will be posted ahead of time

Stationery

  • Request lined writing paper from officers
  • A large variety of blank forms are located in form rack next to the mental health office
  • A wooden stand near the smoke pit entrance has: letter envelopes for free & first class mail, money transfers, indigent forms, warehouse orders, and property disposal forms

Phones

  • An outbound phone system is available to all residents and accessed via two phones on each walk
  • Be mindful that 25 people live on your walk and all must have an opportunity to use the phone
  • Calls are $1.35/15 min. for in-state and $1.60/15 min. for out-of-state
  • All calls are subject to recording by the facility unless you notify caseworker in writing of specific numbers that are legal contacts
  • If you have trouble accessing your phone account put in a request slip to your caseworker
  • The facility reserves the right to block numbers due to court orders, no contacts, termination of rights, probation restrictions, or concerns of criminal activities

Phone Call Allowance

  • If you are indigent, having less than $10.00 in your trust account, you are eligible
  • Submit a “Phone Call Allowance” form to your caseworker
  • Up to $2.50/week will be placed in your phone account, capped at $10.00 at any one time
  • If funds are received by the resident six (6) months from the date of receipt of an allowance, it will be deducted from the incoming funds
  • After six (6) months the individual's debts will be removed
  • Calls are restricted to immediate family members: spouse, domestic partner, parents, child, siblings, grandparents, and grandchildren whether natural, adopted, foster or through marriage

Library

  • A wide variety of reading materials are available in the Multi-purpose room
  • This is an honor system, be respectful of the number of books in your room and how long you keep them
  • Return books to the milk crate on the table inside the door
  • You can lookup books, summaries, and lists on the “Library Kiosk” laptop
  • You can request books through an Inter-Library Loan System (ILL):
    • Fill out an ILL request form and give to Librarian (Title, author, your name, MDOC#, date)
    • The request will be sent to the Windham Public Library
    • If the book is available, it will be sent here and you will be told when it must be turned in
    • You are limited to one request at a time
    • Information on using the system is displayed on walls and in “Library Kiosk”
  • A selection of magazines is available for reading but NOT for cutting up to do artwork
  • If browsing books in the Multi-purpose room, you must leave if needed for programming or meetings

Computers

  • Five (5) laptops are available in the Great Room and they are NOT to be removed from corrals
  • They have no internet access
  • The have the MS Office 2016 suite of applications and MS Solitaire games
  • Only one is used for printing, so do NOT use for work, making it unavailable for printing
  • If you need to save a file you are working on to print on the reserved laptop, you can ask an officer for the “Community USB”. Save your file there, print it and delete it when done. Do NOT save files on the Great Room laptops.
  • You can also purchase a USB to save files on by putting in a money transfer (reason: USB drive) and when you get the receipt back give it to the Sergeant. A USB will be engraved with your initials and must be locked in your armoire or on your person at all times. Do not give to someone else to use or place music files on it.
  • A Law Library (large monitor in the corral) is in the Great Room for work on court proceedings but you can’t print from this system, or download any files. This system is NOT for looking up people’s crimes

Periodicals

  • Newspaper subscriptions are maintained and must be shared, so be respectful—don’t hog or cut up:
    • 2 copies of the Portland Press Herald are delivered daily to the facility at, 4:30am approx., seven days a week
    • Delayed copies of the Sun Journal and Bangor Daily news are delivered in the mail at 5:00pm, Mon-Fri
  • Magazines subscriptions are maintained and must be shared, so be respectful—don’t hog or cut up:
    • Time, People, various Fashion magazines are delivered monthly in the mail at 5:00pm, Mon-Fri
    • Old copies are stored in Multi-purpose room in crates under table

Commissary

  • All food, hygiene, and cigarette items must be purchased through commissary kiosks
  • Two kiosks are available during rec and located in the Great Room
  • The spending limit is $100/per week not including property purchases
  • You will need to enter your MDOC# number and pin (6-digit phone pin) to access your account
  • Orders are picked up every Thursday by 4:00pm and delivered every Tuesday between 7:00-8:30am
  • If order pickups or deliveries are impacted by holidays or vendor inventories, a sign will posted
  • You will be called by walk to the Multi-purpose room for pickup
  • Items will be confirmed against a paper order by a commissary rep

Care Packages From Family and Friends

  • A commissary vendor offers care packages quarterly (Mar, Jun, Sep, Dec)
  • Posters will be put up and booklets distributed on walks with dates and offerings each quarter
  • Orders can be placed by family and friends online and can only be for $50.00 max before taxes and shipping/handling each week, up to four (4) care packages a quarter
  • Care packages will start arriving approximately 1-2 weeks after ordering but can be delayed further. This is out of the facility's control.
  • They will be delivered to you on Tuesdays along with regular commissary orders.

Care Packages Residents Can Order

  • Fill out a vendor order form, including ship to and sender as - Yourself, MDOC#, at 17 Mallison Falls Rd, Windham, ME 04062 and indicate SMWRC as Institution (can’t send to another resident)
  • Total order, check off payment method as “Cashier’s Check”
  • Fill out a money transfer form to request a check made out to the vendor and address
  • Address a #10 envelope to the vendor, affix first-class postage
  • Place order form inside the envelope without sealing
  • Staple money transfer to the front of the envelope and have c/o’s bring to Sergeant for signature
  • They will place the signed packet into a manila envelope at the officer’s station to be sent to the Business Office for processing
  • The Business Office will cut the check and mail out the order

Resident Photos

  • Individual and group photos may be requested. Only one (1) copy of a group photo will be printed per person that appears in the group photo. Cost is $2.00/per photo.
  • Fill out a money transfer request for the photos, sign up at the Officer’s station and hand them the money transfer
  • The photos will be taken when an opportunity is available by the on-duty officer
  • When you get the yellow receipt back, send it to the Photo Coordinator and they will print your pictures from the camera and send them to you

Yarn Program

  • You can use plastic crochet hooks, darning needles and yarn to make projects for self, family and friends
  • Place warehouse order slips to warehouse in mailbox labeled “Storeroom request slips” (white metal, located in the Great Room next to “US Mail/MCC” mailbox), picked up every Monday at approx. 8:30am
  • You can have one of each: homemade blanket, slippers, shower bag, utensil holder, hat, scarf, and mittens/gloves
  • Gifts for family and friends can be sent out at visits, picked up, or through the US Mail
  • You need to have a clear plastic yarn bag to hold all related items (put in a request form to Property Officer)
  • Only two projects at a time are to be kept in the bag, the rest must be sent out

Community Outreach Project

  • An opportunity to use your spare time to crochet or knit items by giving back to the community
  • Many people, facilities and programs need hats, blankets, stuffed animals, pet beds, mittens, or scarves made
  • Easy patterns can be supplied but always looking for ideas or easy patterns to add to the list of projects
  • Blanket dimensions, patterns, yarn, a small clear bag, and “loaner” hooks if needed, can be provided for use on this project only
  • If interested, send a request form to the Community Outreach Coordinator

Angel Tree

  • Every year an opportunity is offered to incarcerated parents allowing the selection of a gift for their children
  • The gift is chosen by Angel Tree volunteers, sent with a gift tag and note from you
  • You must be able to have contact with your children to participate in this program
  • Posters are put up in the early summer with details and deadlines
  • Speak with your caseworker if you have questions

Special Food Orders

  • Occasionally the facility will offer opportunities to purchase food items not offered through commissary
  • Options have included ice cream pints and take-out pizza but can always be expanded in the future
  • Signs will be posted explaining item being offered, how to make payment arrangements, deadlines, and delivery dates
  • Hang on to your RECEIPTS!

  • A catalog for ordering music CDs is available next to the printer in the Great Room
  • The vendor is subject to change without advance notice
  • A vendor order form must be filled out with:
    • Your information
    • Music Title, Song ID, Qty, and Cost
    • Shipping/Handling (varies by vendor) and order total
    • Total order
  • Fill out a money transfer form to request a check made out to the vendor and address
  • Address a #10 envelope to the vendor, affix first-class postage
  • Place order form inside the envelope without sealing
  • Staple money transfer to the front of the envelope and have c/o’s bring to Sergeant for signature
  • They will place the signed packet into a manila envelope at the officer’s station to be sent to the Business Office for processing
  • The Business Office will cut the check and mail out the order
  • When CDs arrive they will be labeled with your name and MDOC# and placed on your property (double albums will count as 2 CDs), then sent out to be distributed
  • CDs containing “explicit lyrics” will be returned
  • You must deal directly with the vendor regarding exchanges, returns or refunds directly

TV Loaner Program

  • There are a limited number of TVs loaned out for 30-day periods for resident’s rooms
  • If you are interested in obtaining one you must put in a request slip to the Loaner Program Coordinator
  • Include an essay that tells something about yourself or an experience you had or explaining why you are deserving of this opportunity
  • A TV and cable cord are provided and you are expected to exercise proper care while in your possession

Netflix Movies

  • Made available periodically by staff
  • They will either be single DVDs or a USB with several movies
  • They play on a loop until changed
  • Movies are loaded and available on channels 9-1 thru 10-3

TV Programming

Channels, supplied by Direct TV, are occasionally modified. Do NOT play music video channels on walk or Great Room TVs (MTV, VH1, CMT, Revolt, etc.), only in your rooms. Disregarding TV guidelines rule will be grounds for an officer denying TV privileges on that TV for the remainder of their shift or longer. The Great Room TV can be programmed to a specific channel and viewed on walk and room TVs on channel 8-2. Be sure to sign up in advance for movies or shows.

Voting

Maine is one of two states that allow felons to vote in general and national elections while incarcerated, and among a small group nationwide that continue to allow voting after release. Your voice is important and should be heard.

  • Elections cover:
    • Maine’s senators and house representatives in our state Legislature and Congress in Washington, D.C.
    • Local and state bond issues
    • State referendum questions
    • National elections are to elect the President of the United States
  • Registering:
    • Prior to the November elections announcements will be posted in the unit on how to register
  • Voting with Absentee Ballots:
    • EVERYONE who will still be incarcerated on election day must mail in an Absentee Ballot form to the town office you are registered to vote in
    • Your town office will mail the ballot(s) and return envelope to you as legal mail, requiring you to sign for the envelope contents in front of a facility officer
    • You fill out the voting ballot(s) using a blue pen, remembering to check for any specific enclosed instructions from your town
    • Place the ballot(s) in the return envelope and be sure to place the correct first-class postage on the outside. Often towns will indicate if it will cost more than a single first-class stamp. The ballots can’t be sent through Free Mail or as Privileged Mail.
